CCAS Applauds Landmark Animal Protection Laws and Attends Signing Ceremony

In a historic moment for animal welfare in Florida, the Cape Coral Animal Shelter (CCAS) proudly witnessed the signing of two critical animal protection bills—Dexter’s Law and Trooper’s Law—during an official ceremony held yesterday at Big Dog Ranch Rescue in Loxahatchee. Governor Ron DeSantis signed the legislation into law, marking a major victory for advocates and organizations like CCAS that have long championed tougher protections for animals.

“As a frontline shelter, we see the consequences of cruelty and neglect every day,” said Liz McCauley, Executive Director of Cape Coral Animal Shelter & Veterinary Clinic. “The passage of these bills, along with the Dangerous Dog legislation, represents a monumental step toward justice for animals and accountability for offenders.”

Trooper’s Law (SB 150) makes it a third-degree felony to restrain and abandon a dog outdoors during a declared disaster or evacuation. Named after Trooper, a dog left chained in the path of Hurricane Milton, the law imposes penalties of up to five years in prison and $10,000 in fines for violators.

Dexter’s Law (HB 255)—inspired by a shelter dog tragically killed just days after adoption—strengthens penalties for aggravated animal cruelty and establishes Florida’s first animal abuser database, helping to prevent repeat offenses and enhance transparency across shelters and adoption services.

Also signed into law last week: The Pam Rock Act, named in memory of a U.S. Postal Service worker fatally attacked by five dogs in Putnam County. This legislation requires owners of dangerous dogs to carry $100,000 in liability insurance and imposes stricter penalties for violent attacks.

“We are honored to have played a role in advocating for these vital protections and deeply grateful to Governor DeSantis for the opportunity to witness this powerful moment,” McCauley added. “We also extend our heartfelt thanks to our legislators for standing up and speaking out for Florida’s animals.”
